I have a D16Y8 in my 00 ek and it doesnt seem as if Vtech is opening it has a Aem V2 cai i think i should be able to hear it right?

The problem is ur listening for vtech. What ur hearing is vtec. Bump hope this helps

Take my suggestion as follows

Get on the highway shift up all the way to fifth till u get up around 100 mph than drop it drop to first gear and that vtech will pop
