Well...when the state changes legislation (since this case has brought it to just about EVERYONES attention)...and we all get screwed over by having our licenses suspended due to getting a ticket...I'll know who to thank...Soon enough the days of simply paying a fine and driver retraining will be a thing of the past...and we'll be bumming rides from our friends or riding the bus for 60 days at a time...or more....

Manboard Was Subject Of Neighborhood Complaints
EAST HARTFORD — — A Central Avenue resident who neighbors complain drives too fast on the street in a souped-up Honda Civic was arrested again Wednesday for violating the terms of a deal that kept him out of jail in June.
Kemar Manboard was arrested July 22 for driving unreasonably fast and driving without insurance, and he pleaded guilty in August to driving unreasonably fast.
But that infraction violated an agreement he reached with prosecutors in June, when he was sentenced to six months in jail on a breach of peace charge. Instead of going to jail, he was released on the condition that he not violate any state or federal laws for one year.
On Aug. 6, four days after he pleaded guilty to driving unreasonably fast, a warrant was issued for his arrest.
Manboard, 23, was released after posting $2,500 bail, police said, and is scheduled to appear in Superior Court in Manchester on Sept. 29. The potential sentence is likely to be no more than six months jail time, said Adam Scott, the supervisory assistant state's attorney in Manchester.
Manboard was subjected to intense scrutiny after one of his neighbors, Todd Matthews, organized a petition drive against him, gathering about 75 signatures condemning what Matthews described as reckless driving.
Several other Central Avenue residents complained to the town council Tuesday night, saying that Manboard worked on race cars out of his garage and that the cars and the repairs were noisy and disruptive late into the night.
During Tuesday's meeting, Matthews told the council that neighbors were fed up. He accused Manboard of speeding and endangering children with reckless driving, and alleged that Manboard and his friends threatened and intimidated some neighbors.
"I'll tell you, I'm a little pissed," Matthews told the council. "And I've run out of patience with this whole scenario."
Resident Martin Kamm echoed the sentiment, saying the noise had reached the level where he didn't want to open his windows during the night. And Michael Simkewicz said the constant activity at Manboard's house was becoming intolerable. "I am seriously being tormented by these people," he said.
Manboard has said that the complaints were personally motivated and that he has been unfairly targeted. Known to friends as a mechanical expert, he often fixes cars in his garage and has done extensive work on a red Honda Civic, which he races in New York.
He said that cars are his passion and that he doesn't understand the reason for the neighbors' complaints.
Mayor Melody Currey said that outside of continuing patrols of the area and asking the fire marshal to ensure that there's no fire hazard from fuel, the town has reached the limit of its legal recourse in the case.
"We have to live within the rules, too," she said. As for the cars, she said, "you have a right to do that in your driveway."
Police said that Wednesday's arrest, though it closely following the neighbors' complaints to the council, was coincidental, and that they made the arrest within hours of receiving the warrant.
Before the spotlight turned to Manboard, the warrant was on its way to the East Hartford Police Department, Scott said, though a call from former East Hartford Mayor Susan Kniep prompted him to ensure that it was sent.

The Department of Motor Vehicles has suspended the license of Kemar Manboard, the Central Avenue resident who has racked up more than 17 tickets in East Hartford over the past four years, and has drawn the ire of his neighbors.
DMV Spokesman William Seymour said Manboard's license was suspended because of the number of unsafe moving violations he has accumulated over a two-year period.
Manboard, 23, has been convicted of seven moving violations since 2009 and has a total of 11 violations on his record.
After being convicted of five moving violations since 2009, Manboard received two additional convictions on charges of driving unreasonably fast in July and August, which earned him two 30-day suspensions.
He will be eligible to have his license renewed on Nov. 12, unless the DMV takes further action, which hasn't been ruled out, Seymour said.
The DMV will conduct a special review of Manboard's case, Seymour said, "to determine whether we have a legal basis for extending his suspension further." That review is underway, he said.
The suspension offers some relief for town officials, who have received repeated complaints from Manboard's neighbors, who say his speeding endangers residents.
Tuesday night, Mayor Melody Currey held a meeting with more than a dozen angry residents and several high-ranking town officials to discuss possible action.
