Question about my 95 civic [anyone can help?]

alright so i swap in my d series engine i never tested it out with this ecu and transmisson that came with the car... soo i finished it and turned it on i pull it out to my drive way and let it warm up.. now i give it a little gas and when i reach 2000 rpm it sounded like a 2step [Launch Control].. itll keep at 2000 rpm stuttering idk wut it can be... can anyone help me out here??
