The inspector should have used a transparency tester on the windows. Otherwise it is solely personal opinion and the ticket is unwarranted. I don't know where Hamden is, but I have been though the DMV inspection station in Weathersfield and they did not play any games with me. I would take the ticket with you there and have it retested.
As for tints, on the windshield any non reflective tint is allowed above the AS-1 line. 35% on all side windows and no limit on the rear window. The reflective limits on the side windows are 21% on the front windows and 25% on the rear windows.4G63T Mirage.

The legal limit is 50% which basically is no tint. I had 20% got pulled over gave a inspection ticket plus a tint ticket, when to inspection and of course failed plus didn't have my front plate BUT they did NOT gave a ticket they gave a chance to have them removed and come back with my front plate on. I removed them when to inspection and pass then send the ticket NOT Guilty and waited and then they send me a letter that I was NOT guilty then the same day went to the tint shop and put 35% tint.
I'm telling you Trevor remove your tint go to inspection put your front plate back on then you will pass, send the ticket NOT Guilty. When everything is over re-install the tints and if you ever get pulled over again for tints and the cops gives an inspection slip again just ask for the ticket instead.

In accordance with Connecticut State Law Title 14 Sec. 14-99g, the side and rear windows may be tinted to the point where at least 35% light transmitted can still be transmitted through the window as darkened, provided that the reflectivity does not exceed 27% reflectivity.2005 SRT-4(Precision 6262)

Connecticut Window Tint Law
Darkness of tint is measured by Visible Light Transmission percentage (VLT%). In Connecticut, this percentage refers to percentage of visible light allowed in through the combination of film and the window.
• Windshield:
Non-reflective tint is allowed along the top of the windshield above
the manufacturer's AS-1 line.
• Front Side Windows:
Must allow more than 35% of light in.
• Back Side Windows:
Must allow more than 35% of light in.
• Rear Window:
Any darkness can be used.
REFLECTIVE
Similar to sunglass lenses, some tinting film contain metallic elements that help in reflecting incoming light and reducing the glare and heat generated by visible light.
• Front Side Windows:
Must not be more than 21% reflective.
• Back Side Windows:
Must not be more than 21% reflective.
OTHER CONNECTICUT RULES AND REGULATIONS
• Restricted Colors:
No colors of tint are explicitly banned.
• Side Mirrors:
Dual side mirrors are required if back window is tinted.
• Certificate Requirements:
Manufacturers of film need to certify the film they sell in the state. Ask your dealer if they are using ceritified film.
• Sticker Requirements:
The sticker to identify legal tinting is required between the film & glass on each tinted window.

No I didn't get to but at this point I don't even care. My boy got pulled over for his tints and got an inspection warning too. He threw that shit away and hasn't heard nothing and that was over a year ago so im just gonna see what happens. If they wanna make a big deal out of it i'll gladly go to court and waist everyones time
