    what kind of turbo? something garrett based with the "straps" with a bolt at each end? You'll need to loosen both housings in order to do this, but after it's loose, try sticking a pry bar in the outlet on the compressor housing and gently moving it to see if the housing might be stuck from being in that position so long.

            precision=garrett based.

            take off the brackets completely, and try freeing the housings from the center section of the turbo with a rubber mallet, or rotating the housing by using the wrench inside the compressor outlet. you're not gonna harm anything as long as you're not beating the shit out of it.
