    try a new ecu or si your map sensor good or maby ur knocksensor

      tps can also be the problem..or a mest up throttle cable which might stay stuck..your vtec silenoid or ecu might be shot..

          I had the same problem as u when i did a head swap I hooked up a light to the solenoid power wire and drove my car up to rpm and seen if the light turned on to check power if you have power and oil the solenoid is no good if no power maybe the ecu or tranny censer is not for a vtec

                  OK... Well maybe im a bone head! I hooked a light up, (power to the soleniod wire, and i grounded the light to one of the three 10mm that hold the soleniod in place). I took it for a ride and the light came on at 4800rpms, and for some strange reason i heard a difference in the sound of the motor when the light came on. I KNOW ITS A SINGLE AND NO K20, but i thought i should still feel and hear vtec more than i do... im buggin... But why do you feel/hear vtec more in other single cams?

                    than somethin must have been wrong with my buddies single cause that vtec was loud when it enguaged... im using the same ecu, bought it from him... i guess its in the motor...

                      with motor off if u hook power to solenoid it should click that tells its working

                            Is it a chipped ecu? Im wondering this because you said vtec engaged at 4800 rpm and i believe its supposed to be at 5700 with a stock ecu. If youre running the wrong fuel map your vtec wont engage as loudly as if it were making full power with the correct fuel map. Also the intake dimensions make a huge difference on how loud your vtec will "crack".

                              its a stock p28, ask me why i have no idea why it opens at 48... Like i said i hooked a light to it and when i hit 4800 rpms the light came on and i felt a lil something, or heard somethin i mean.... not a big deal anymoer this thing is just my daily anyway, ill build somethin else when i got the cash...
