try a new ecu or si your map sensor good or maby ur knocksensor

Why the f*ck isnt my vtec working!!!!!

I had the same problem as u when i did a head swap I hooked up a light to the solenoid power wire and drove my car up to rpm and seen if the light turned on to check power if you have power and oil the solenoid is no good if no power maybe the ecu or tranny censer is not for a vtec2+2= 4Dr H22

Is it a chipped ecu? Im wondering this because you said vtec engaged at 4800 rpm and i believe its supposed to be at 5700 with a stock ecu. If youre running the wrong fuel map your vtec wont engage as loudly as if it were making full power with the correct fuel map. Also the intake dimensions make a huge difference on how loud your vtec will "crack".

its a stock p28, ask me why i have no idea why it opens at 48... Like i said i hooked a light to it and when i hit 4800 rpms the light came on and i felt a lil something, or heard somethin i mean.... not a big deal anymoer this thing is just my daily anyway, ill build somethin else when i got the cash...
